If Gillibrand can't figure out how to help her members message who is actually at fault for the shutdown during campaign season, then maybe she shouldn't be the DSCC chair.

I think it's very easy to frame this . You have the house you have the Senate you have the presidency you also said you had a mandate--- take your mandate and take all your votes and pass it through without the help from Democrats. This is you this is your mandate.
