Let's look at the famed 'Sad Story of Henry' as the first example to get it out of the way.

Henry allegedly stops in the tunnel and refuses to come out because of some spots of rain. So the Fat Controller bricks him up in the tunnel.

All the trains have a driver and fireman. So if Henry has the ability to stop himself, what on earth is the point of these lads earning a wage or driving a train that could just stop at the stations without them doing diddly squat?

NO. He doesn't even question them and instead blames HENRY. Henry who, I can't stress this enough, cannot stop himself. It's the driver and fireman. Henry might not like the rain, but lads, you can literally make Henry move!!!

YEAH! Fat Controller takes away a route, a line, a perfectly usable tunnel, god knows what changes to the timetable and paying passengers, all because HIS STAFF ARE ARSEHOLES and he blames the equipment.

So this episode establishes that trains have the ability to stop and presumably start themselves, which if the Fat Controller had any sense, he'd sod this smug prick off and he can go cry to his union. Because it's a railway with magical trains... Nah
