Blades in the Dark. Super easy dice system, gritty Dishonored/Peaky Blinders world, supernatural elements mixed in with gangs and politics but sticks to the action with no shopping session, plus built in mechanics for creativity in a tight spot

A lot of it's free~! Cannot reccomend it enough (it's got a companion app called COMPCON that's essentially a demiplane for the game)

Legacy Life Among the Ruins is *meant* to be for a GM and a party of players *but* I'm in a pbp game rn where we're playing it GMless. We made the player factions belonging to individual players and also NPC factions where we generally decide as a group what they're up to.

It might be more effort to do as 2 player gmless, but it's a powered by the apocalypse game which makes it really easy to learn. There's a lot of exploration, as much action as you feel like making, it's post-apocalyptic so very much a dystopia. And with the factions you get lots of politics.
