Not that I like defending O'Leary, but I've only ever heard O'Leary say that Canada and the U.S. form an economic union, similar to the E.U. He's explicitly stated that Canadians would not want to give up their sovereignty.

I’d like to remind Mr. O’Leary that many of us 🇨🇦 are very fond of universal healthcare & a women’s right to bodily autonomy. These are all anathema to the 🇺🇸 political class.
