The other two language majors, French and German, were abolished last year. I think this is being framed a bit wrong. Besides attacking DEI, SB1 also mandates ending low-enrollment programs. Nowadays language majors are pretty rare! Same for philosophy and religion. More here:

I suspect this is part of denying Van Hollen's request to free Kilmar, so I'd call it a performative utterance/verbal act. These are admissible because they are not used for truth--rather they are words that actually do something, like "I find the defendant guilty" or "I pronounce you married."

Invisible state problem. Most people genuinely think cancer research is funded by Big Pharma, healthcare conglomerates, universities, big donors/foundations, and 5ks/bakesales/quarters in jars. These take credit while the federal government's role and huge funding is unknown.
