I hate to correct you, but nearly all European countries have grounded plugs and grounded outlets/sockets. However, they also have 2-ping plugs for appliances that are double insulated and don’t need an earth.

Manufacturers would *never* think to attach a power cord for the outlets in the local market. No, they all make their stuff with only North American plugs. It’s a shame, really, for folks in that country (Europe) to have to have adapters on hand all the time.
