I cart my non-electric bike up and down stairs, and it's also not ideal, but I don't have any more room for bikes in the yard. The plants and bird feeders have to go somewhere.

Yeah, it's not convenient, the breezeway is tight, and we have to move trash/recycle cans every time.... but, bike storage/access was a priority when we were house hunting and this was the best we could do in our budget.

I keep it mine in a locked shed at home, and it has a built in cafe/chain lock, GPS, and alarm.... and I insured it. I think it's probably overkill in this city, but I saw a dude's bike get jacked within 5-10 seconds of him walking away from his unlocked bike in Portland, OR.

How is the revenue from parking permits used? I know in Lawrenceville the new meters fund pedestian/public transit/cycling infrastructure, but is that the case here?

When I last looked, I couldn't find anything that hid one very well. Seems like a weaker deterrent than a good lock.
That said, my LBS put them on all of the bikes in their shop following a break in, so I guess there's some value; you just have to accept that it's semi-effective.
