The restaurant chain Arby's employs more people than the entire US coal industry. (H/T Maximilian Auffhammer and Carolyn Fischer for the comparison) Coal mining is neither necessary nor good. Shut the whole industry down. If you're worried about the miners, give them healthcare and job skills.
