I would argue that saying "parents are too exhausted/busy working to raise their kids well and contributes to boys being like this" is not a glib leveling of blame, but to take that statement and say "well let's not blame this issue on WOMEN working" is actually a very glib deflection.

Story already has a pre-written reason why people do not do anything, you're basically Jesus and the police wrapped into one person.
Plus with the way they've structured the story and nature of conflicts, there aren't really "safe zones", you *can* get jumped in markets by roaming enemies.
