Audiences can enjoy a scene stealing villain because they know they are watching a movie where the bad guy, as fun as he is, ultimately loses, and the stakes are never that high because, really, it’s all pretend and no one is actually being hurt.

My guess? The films have always had a slightly older key demo than Marvel/Star Wars and that demo is less likely to spend a weekend watching back to back films in theaters.
