I work in banking. If the CFPB goes dark, it's going to remove a LOT of the protections in banking, especially for minority groups. Financial fraud will also be worse - Reg E from the CFPB is the reason banks pay you back if someone steals your debit card info (and the reason banks investigate it)

If I remember correctly from high school civics, it's mostly enforced by the checks and balances system between the executive, legislative, and judicial branches of government. But if one party were to control all three, there would be effectively no checks and balances system in place.
