Judge Kollar-Kotelly grilled counsel for the government on DOGE's command structure.
Counsel repeatedly said he didn't know the answer to her questions.
The judge said the questions are relevant bc she has concerns about whether DOGE is operating constitutionally under the Appointments Clause.

This move from Judge Tanya Chutkan (who presided over Trump's election interference case) was expected based on what she said in court the other day. It's just a provisional ruling, based on her view that states haven't shown imminent risk of irreparable harm.
