They go by impact, not if they are decent humans.
From Time's site: “the person or persons who most affected the news and our lives, for good or ill, and embodied what was important about the year.” A lot of news is bad news and a lot of people who make bad news are very powerful people.

What is "absurdly generous" are the insane tax cuts and loopholes, aka CORPORATE WELFARE, afforded to the insanely rich.

It should not; the payoff happened before he became president. I thought the SCOTUS decision involved immunity for acts AS president, not BEFORE becoming president, or did I get part wrong?
