by freezing all federal grants, trump is fundamentally transforming the relationship between the executive and congress. he is asserting dictatorial authority over federal spending, transforming congress's lawmaking powers into advisory authority. it is a constitutional crisis

Would love to understand why every Democrat is not out there every second of the day explaining in plain English that Donald Trump has declared war on cancer patients.

This does not ease many concerns. The subtext in this memo is that the Trump administration plans to politicize many aspects of NIH research.

Just got confirmation from NSF that all review panel meetings scheduled for this week are canceled and will be rescheduled. Story coming.
