Sure, I’d rather be in MA than a lot of other places. But local govs there are largely preempted from a whole bunch of things, including building electrification, and part of this is the statewide nature of energy distribution there. There’s building code preemption too, but this is an obstacle.

A longer-term temporary restraining order (TRO) requires plaintiffs to show (1) substantial likelihood of success on the merits; (2) that it would suffer irreparable injury if not granted the TRO; (3) TRO would not cause substantial injury to OMB et al; and (4) a TRO would be in the public interest.
