A huge part of the answer is in Russia's $300m annual budget used specifically to corrupt foreign leaders and bribe high-ranking officials. Russia openly boasted about this budget and how successfully it was being used. It looks to me like they were getting a great return on their investment.

It was Ukraine that retaliated. Russia started the war in 2014. Russia escalated in 2022. Russia is killing Ukrainian civilians, executing POWs, deporting children, erasing cities, bombing hospitals, schools and churches. Whatever Ukraine does it will never be Russia that retaliates.
