You're probably right. Could also be as simple as they don't want the families to even see their imprisoned father/son/brother.

Are they "deported" or just imprisoned in another country? If they are held under the Alien Enemies Act, would that mean they are enemies being held and thus prisoners of war?
I'm not a lawyer (and don't even play one on TV), but that is my impression.
