In other words, the most effective way to regulate the single biggest threat in automated driving is to bankrupt Tesla, which has been killing people to make Elon Musk the richest man alive.

The screaming exception to this is Tesla, which evades any hint of regulation by calling its systems "self-driving" but classifying them as "driver assistance," so legally the customer is always at fault. Their systems have contributed to tens of US deaths, with no credible advance in safety.
