With the fate of the REPO task force unclear, we are now back where we were 3 years ago.
🚨 Giving a free pass to kleptocrats is not only a short-sighted decision. It is a strategic choice to promote impunity, which will further embolden kleptocratic regimes to wreak even more havoc on our societies.

Instead, earlier this month, the newly sworn US Attorney General Pam Bondi disbanded the KleptoCapture Task Force in a troubling move that weakens the fight against transnational corruption and kleptocracy. @transparencyusa.bsky.social strongly urged the Attorney General to reconsider this decision.

At a time when cross-border cooperation to trace and target illicit assets is sorely lacking, task forces like KleptoCapture and REPO should become permanent and integral parts of the international framework to disrupt dirty money flows worldwide.

Their work has led to enforcement actions & charges related to sanctions violations & money laundering resulting in nearly $700 million in seized assets from Russian enablers. This is no easy feat, even if it is likely only a fraction of suspicious Russian assets either located or linked to the US.

Additionally, several countries set up national task forces to implement sanctions, primarily focusing on coordination. The US government’s KleptoCapture Task Force was special due to its distinct asset-tracing mandate.

Acknowledging the need for coordination and information-sharing, they created the multilateral Russian Elites, Proxies, and Oligarchs (REPO) task force.

They also recognised that these major loopholes – which allowed Russian kleptocrats to invest their illicit gains into their economies in the first place – would hinder the enforcement of these sanctions.

At first, Western governments united in the view that Russian elites complicit in this devastating war should face consequences. They imposed targeted sanctions against oligarchs, high-level public officials & other Putin-linked individuals & entities, promising to hunt down their illicit assets.

It should have led to long-term measures to curb their complicity in transnational corruption & money laundering originating from Russia and beyond. However, these measures are elusive today. What's more, efforts to target Russian kleptocrats & their assets are suffering a serious setback.

Instead of criticising civil society organisations like the Daphne Caruana Galizia Foundation, the government of Malta should work with them to strengthen anti-corruption efforts and the rule of law.

Since the murder of Daphne Caruana Galizia, most of the public inquiry recommendations into her assassination have yet to be implemented, including the government addressing rule of law deficiencies in the country. ⬇️

Our partners have no role in creating the Index. The government alone is responsible for Malta’s poor performance on the Index.

This move addresses concerns over foreign and undue political interference and comes just in time for the upcoming elections.
We support the new law and recommend further measures, including real-time disclosure of the data and tightening loopholes in online political advertising.
