The Aphoteans include other species of aphotic sharks that have developed culture, but unlike the sharkfolk of the surface, they have only developed arms but no legs.
This is probably due to the nature of their bodies, which have been shaped by the crushing pressure of the deep.

If you read the submitted public testimony it is clear 80% of the people have no idea what the planned rules do in any way shape or form. I cannot believe this is the bill they’ve decided is essential at this time
