ERA is runs per 9 innings, so if you want runs per inning, just divide that by 9. Runs per at-bat wouldn't be a good stat, since a pitcher that faces a lot of batters doesn't go deep into games.

Not true either. Texas A&M (College Station, TX), University of Florida (Gainesville), Purdue (West Lafayette, IN), Washington State (Spokane), Ohio State (Columbus), for example, are all major research universities in red towns/counties.
