(4/4) It's gotta be either 2 or 3 - Johnson’s speakership depends on Trump's support, and Johnson has already witnessed Trump torpedoing bipartisan bills (e.g., the immigration bill earlier this year). There's simply no way Johnson didn't think to talk with Trump in advance of the deal.

(3/4) 3. Johnson and Trump (and probably Musk) planned to renege in an attempt to gain a better deal and/or bring about a shutdown unless Democrats completely capitulated.
