If you're close enough to hear them, try the Merlin app, it's pretty accurate. It has to be fairly still and quiet though.

I've got registered designs and have to pay for a separate EU rep for those too.

Is it the safety testing or something else which has stopped them? The EU rep bit and labelling is fairly easy.

Finding and paying for an EU Rep wasn't that hard or expensive. Having to label everything I sell with EU Rep and manufacturer/importer details has been a bit of a pain. But finding out what I actually had to do was the hardest part.
