I'm down to ignore the word "backup" entirely here.
Turning your stage into momentum every attack is a huge potential for a turn 2 aggro chaos character.
Her flip side turning your momentum into potent defense pushes her up a tier for me

Porco is weird! There are some cool but niche interactions with moving cards in and out of your card pool, but you probably ignore them and just be an aggro symmetrical stats guy that can ignore breaker blocks.

Floch is a different take on backups mattering, and actually feels okay?
Yeagerists are basically a foundation on defense and you get them for free-ish
Life has strong backup payoffs and fire gives you Grisha for a nice fury package.

Hange Zoe is next up on the list of underwhelming characters. Without a major payoff on the life symbol, I don't know why I would play her over Krista from AOT1. Zoe's counter generation is very slow and she has very little defense to get to a turning point.

Falco is the most lopsided titan we have seen. A front side that barely has text into a flip side that essentially sends 2 unblockable attacks a turn.
I think he is asking too much of you on the front side and folds to aggro. However...

Pieck has a lot of text that adds up to: a free build, a free +1(2) damage, sac a foundation for +-stats, potential targeted commit.
That's SO MANY THINGS
Big Hange2 vibes, and that character won worlds.
I think Pieck is top tier off the bat for word count alone

+2 speed on weapons that might be +2/+2 is an okay baseline, but picking up a weapon card on BOTH turns makes you a secret 8 hander. You can just lead off a high velocity slice each turn and have face up +2H breaker block while you sculpt.

36 hp and your rival stuns 1 each time they touch you.
You print momentum each attack and become supercharged with an on face tutor.
Eren is going to be a huge pain to play against, and seems like the best character thus far

Back from vacation and catching up on reveals!
Zeke seems good? Having a sec outlet for backups makes up for their natural weaknesses, and the flip side payoff is an effect that has won events already
Deckbuilding is tough because shift attacks won't count in the bin and you are keyword locked

Reiner is weird. He also gets to cheat his build turns, but needs a lot of questions answered to flip. He has the tools to not die turn 2, mess with midrange decks, and has a very strong late game.
His deckbuilding is going to be very difficult to balance, but I'd place him around B+
