They cannot use a late run at a non-competitive seat as a "reward for service." That seat needs to go to a young, hungry person trying to succeed. Left needs way more enterprising young energy. Older generation does not have a clear vision at all to justify remaining in control.

Trump only chose people he believes he has thoroughly cowed.
His move to Florida essentially eliminated DeSantis and Rubio as rivals, and both were seen at various points as real up-and-comers.
