I've been wondering about this, but not just doing it state-by-state. Why not form shadow federal agencies among cooperating states? And seek to fund those by pooling money otherwise sent to the federal gov't? Do state gov't ever pay the federal gov't? Or only from their citizens via taxes, etc?
