In any case, of course I should not deliberately set out to hurt others. While being respectful of all, we should also not walk on tenterhooks when making our opinions known.

Agreed, but I think every citizen should also be open to hear opinions that don’t agree with theirs, without feeling offended, no?
I don’t quite agree with the “weigh the impact” to the extent that it implies I should not make my words hurt others. Not sure that’s what you mean though.
