Federal employees being asked to account for their time at work is not new or novel. I worked in special education for 50 years. Our staff were required to do "time studies" for two weeks twice a year. We documented every minute of our working day. Thats how funding and hiring decisions were made

Oh for fs, that's how we got here! Before Bush's 'No Child Left Behind" reforms that prioritzed test scores, we actually used to teach courses in Civics, Current Issues and Critical Thinking.

Stepped into a double phone booth on a street corner in NYC in 1968 to make a call. In the other booth- only a pane of glass separating us- David McCallum ( most recently Ducky from NCIS, but in 1968 he was sexy secret agent from The Man From Uncle)
