Agree with this. (Having lived in China for four years, and been based in Asia for nearly a decade since the 1980s.) And it's not just "world cop." It's "overall leader"—via universities, openness to outside people and ideas, info-flow, flawed-but-better-than-nothing advocacy of rules, etc.
