Rates are a tax on landowners who are the wealthiest in any community
It is a progressive tax - the richer you are the more you pay
It is a good thing, where those with the most contribute more to help the community as a whole prosper

LoL A significant number of drivers have no clue how the lights are triggered - they hang back (for reasons) and then the light doesn't go green at all
Even more subtle they don't know that the frequency with which cars cross those sensors affects how long signals stay green

It essentially allows The Minister of Regulation to modify and/or veto any bill that Parliament passes
The Minister of Regulation becomes the equivalent of the US President
