No, of course. That's a root cause. I think most countries this old or older have that same problem, though. They were formed in a far more brutal world. It's just the regression to the mean that's so utterly depressing.

That's not what happened. The beginnings of Soviet reform were already in place long before Reagan took office. It wasn't until after Reagan changed his hardline stance and began diplomacy, that Gorbachev began to implement reform. Gorby is no Putin. He saw a chance for peace and took it.
