Yes definitely. And they need to give the factions more space to breathe and define themselves. The game has a great premise: When power threatens the world, the powers of the world are impotent or complicit. It falls to the rebels and outlaws to fight corruption. But shows us none of that.

It has DA II feels in terms of discreet quest-based chapters so far, but with beautiful diversity of environments. I too liked 2 and drifted away from inquisitions endless meandering. You might well dig Veilguard.
