Look it is not an everything or nothing thing. I have worked in shows where we couldn't not make the characters look "too angry" because S&P thinks that's not good for the target audience. So we had so nudge all the eyebrows a little bit softer from then on. Silly yes, but it is how this works out.

I am not disagreeing with you with how silly it is. But take in count that other cartoons of the era were still in fact censored or changed due to american sensibilities. So it is not an issue of everything or nothing. Just that this pkmn case tracks.

So stuff like crossdressing is probably one of the easiest targets for the morality police and I can see how S&P in US shows caved in and started pushing against it.

Looney Tunes came from a different era, as of the 90s US cartoons could no longer show guns nor the level of slapstick of Tom & Jerry on the reg. In fact current Standards & Practices depts have gotten more strict and limiting over time.

The weird thing is that It could look way better with a handful of changes to the composition.
The balance is off, the focus is weak. The bg elements seems placed at random. It looks like there was not enough iterations of the design. So frustrating.

There's a long trend of putting blame in fiction entertainment for some sort of moral or intellectual degradation: comics, videogames, drag, wrestling and so on.
