In November, the DOJ released a scathing report showing that jail staff regularly violated the constitutional rights of people incarcerated in Fulton County, with a specific focus on those with disabilities.

Pending a judge’s approval, the consent decree gives an independent monitor the power to assess and report on the jail’s progress toward implementing the solutions agreed upon by the county and the DOJ.
