Personally, I fixate on specific words used, so a more abstract idea concept, like this, could be more useful with a few examples to illustrate the meaning. Like “fold inward” isn’t a phrase I would personally use, and alternative wordings would help me understand what that means to you.

Imagine a family sues to stop a dangerous chemical plant expansion near their home. They’d be told: “Pay up first.” Even if they’re right, they can’t get the court’s help without cash.
It’s a paywall on justice, shielding government overreach by pricing the public out of court.
