no, this is a separate issue. It's any sort of 'improper payment' you're on social security and get another source of income that slightly changes how much SS you should receive, and don't send in documentation right away. You send the documents in, but they don't update the system promptly

That the report covers those years doesn't actually mean very much. The report also looks at any improper payment, not just fraud. That can be a recipient making an honest mistake(not sending in information, or not sending it promptly); the agency improperly updating their records; etc.
