I'm gonna need an oscilloscope to verify the connection between the DTMF receiver and the demultiplexer. I can see a .1V fluctuation whenever I send DTMF, I think my multimeter is too slow to tell me anything useful.
So I'll get one of those thingies and see what more I can find out...

It's been a few hours. I've been researching all the chips on the board and labeling them. The circuit starts to make sense when you look at the data sheets for each of the chips, which led me to make this guess (confirmed with a multi-meter) regarding the DTMF passcode verification.

Jumping it manually to just be "0" didn't change anything. I checked for continuity on the jumper block and it returns good as well. So we know it can't be that.
There is a DTMF demodulator somewhere on this board, I guess that's the next point of failure to check...

This is the passcode jumper block. It had a sticker on it with the code when I first opened it up.
It's very simple. Digits 0 through 9 on the top pins and the digit order on the bottom pins. If you can figure out my passcode, congrats, you can solve basic problems!

this is a really ancient composite video to IPTV encoder. it natively allows for a cable headend to convert analog video (thru composite or S-VIDEO) into a direct UDP multicast video stream.
this device is the missing piece to my puzzle, and the manufacturer claims they no longer have docs for it
