Why would Sony or Microsoft agree to that? They make more money off digital sales and pre-loading is a unique benefit that's only given to digital purchases. It just won't happen.

No one is waiting in line to buy a game, then go home and wait an hour to download and install it. Pre-loading is the future and it lets you play the game exactly at launch time.
