There's less than 200 cells, and the entire facility costed hundreds of millions to operate each year, in the 60s. Nowadays it would cost billions per month.
In design, operation, and effectiveness, it is the worst prison ever built.

Not only is this illegal in many countries, the U.S.A. has certain States which make this legally mandatory.
