The reason is that profit margins are too low; gelatin is already cheap and many vegetarians/vegans can't be bothered to boycott it completely (multiple of my prescriptions come in gel caps 🤷♀️). But like there are enough vegetarians out there that this should be viable.

Yeah history plays the biggest role, but consider the point of religion again. Churchs, esp in the south, are precisely the sort of civil society we do still have. White churches say vote for Republicans, black ones for Democrats. We used to also have unions, etc, as countervailing forces.
