The SSE math wouldn't change if they only needed to add one seat, they're not going to pay for it and there's no chance the voters approve it. The PSL standards as currently live on the USSF website still show 15k.

Tampa Bay could actually do it. They’re already looking at a stadium option that would qualify and they’re a big enough metro. While they currently don’t qualify I think they have the easiest lift of the cities that don’t qualify.
