The military can’t perform law enforcement domestically. Title 10 is generally used to augment the regular military overseas, such as in Iraq and Afghanistan. The Insurrection Act allows the military to assist law enforcement domestically. en.wikipedia.org/wiki/Insurre...

National Guard activated under Title 10 are for the duration of that order under the control of the federal government, not the state government. The governor can’t supersede that. www.law.cornell.edu/uscode/text/...

I believe the term used in the constitution is “foreign emoluments”. You’ll find this phrase in the section listing impeachable offenses. Unfortunately, the current SCOTUS has gone out of their way to dismiss any cases citing this clause and separately ruled that politicians can accept bribes.
