Elon's chart is even more narrowly about humanitarian aid (~0.15% of the Federal Budget), which is basically all emergency food & health aid to conflict regions. To cut it is to condemn tens of thousands of people to unnecessary death in places like Ethiopia in order to save a couple pennies.
