Yeah, could and should. My guess is that they have the goal that every unique symbol has a single code point assigned to it which sometimes has to be inferred from preprocessing. And then emojis were added.

You mean like Arabic characters where shaping is part of Unicode, too? I think it's great as
1. you can specify them explicitly in text
2. and can treat the text renderer as a dumb thing and just feed it with a stream of codepoints
The downside is that someone else has to produce a correct stream
