Further to the point, wanting others to "take the high road" is their own fear talking. Collaborators who tacitly approve of the abuser, but want to be safe from when the citizens realize that the collaborators are complicit.

Particularly when their "problem" is not with the state using violence, they're fine with that, it's that they don't like citizens using violence along with wanting to "take the high road". The state is violating the social contract, thus the social contract is in abeyance.
