I don't see it as ethnic cleansing. I see it as Isreal trying to eliminate the risk of themselves being eliminated by another group.
Diplomacy is the preferred route to reduce the risk. But diplomacy has been tried and thwarted (IMHO by Palestinians) since the days of Yasser Arafat.
