Given the sensitivity of the roles these employees have it is reasonable that their information is protected. A bulk or spam offer would be a pretty strong indication there had been a breech in security.

The disputes around softwood lumber have a history almost as long as there has been a free trade agreement. I think the US probably is using tariffs strategically to protect their forest product industry, related to greenback dollar strength etc...
