Totally agree re. need for green investment. But the countries wanted to join NATO to avoid being invaded and colonised by Russia again. And Ukraine was promised (non-NATO) security guarantees by US, the UK, France, and, er...China and Russia.

If a consumer fits solar panels (and possibly a battery) to their house, then they can either use the electricity (cost = price of panels etc divided by, say 25 years), meaning no relevance to CFDs, or sell the electricity to the grid. So for them, renewables = lower cost.
