FWIW, every MAGA-connected account on FB that I’ve seen today has used this exact phrase “sleeper cells” and they’ve ascribed responsibility for them to Biden’s immigration policy. It should be fairly obvious what the PR strategy is here. Any blowback the US might experience is Biden’s fault.
