Well, it speeds up the adoption of implementing acts, but doesn't get us around panel proceedings for rebalancing purposes nor applies to the ACI, which has special voting rules. And would MS agree to such a change?

I think I see it but you may want to translate your point to an audience other than those who have written their phd thesis on implementing and delegated acts in common commercial policy ;)
